**Subject:** Settlement proposal — P2 1435/24

### Subject: Settlement proposal — P2 1435/24

Dear Sir or Madam,

I am writing concerning my settlement proposal, which I presented at the last court hearing. I believe there is room for a reasonable and fair agreement that would enable the dispute to be resolved quickly and avoid additional complications and consequences, both for the institution you represent and for the employees involved in these proceedings.

### 1. Substance of the proposed settlement

I propose that the Centre recognize the nullity of my illegal adoption of 1979, which would restore my right to my original identity and open the possibility of continuing my legal struggle to establish paternity — proceedings that are currently barred to me because of the unlawful registration.

My biological identity is undisputed:

- **Croatian through my mother**
- **Hungarian through my father**

These assertions are not merely my statements, but facts supported by relevant documents and DNA analyses performed in internationally recognized laboratories (23AndMe, MyHeritage).

The DNA results unequivocally confirm my kinship with close relatives in Croatia, as well as in the United States, Canada and Australia, where immediate members of the family of my father Pál (not the Serbianized Pavle) Lakatos emigrated.

However, the Centre for Social Work has systematically denied me the right to know my true identity by enabling proceedings contrary to domestic and international norms.

I ask: by what magic was my origin erased and did I administratively “become a Serb”?

### 2. Additional fact concerning jurisdiction

I remind you that, in March and April 1979, according to evidence from the probate proceedings, I was not placed under the Centre’s jurisdiction by chance.

On the contrary, the proceedings were not conducted in accordance with the law then in force, because the six-month period for locating my biological mother was not respected; moreover, I would not even enter into sweeping assessments of an “unknown place of residence”.

Furthermore, my illegal adoption was finalized **only seven days before my fifth birthday** (28 June 1979), when, under the laws then in force, incomplete adoption would have become impossible and my details in the civil registers could not have been changed, that is, subsequently added or — from today’s evidential standpoint — falsified! This fact indicates deliberate manipulation and hasty decision-making, by which my origin was endangered and falsified through an illegal entry in the civil registers.

My origin is immeasurably important to me, probably more than to anyone else, and I am not someone whose origin should be played with, rewritten or insisted upon as remaining falsified.

I am proud of, and sensitive about, my national origin — through both my mother and my father — and I will not allow it to be disputed or erased by administrative decisions.

Given the monstrous conduct of the illegal adopters, whose actions are described in detail in the claim, I insist on correcting the legal injustice done to me and restoring my legal and biological identity — but even without that, my origin must be accurate!

For both moral and legal reasons, my identity must be established **precisely and accurately**, as prescribed by domestic laws and international conventions guaranteeing the right to identity.

### 3. Possibilities for agreement

If the Centre for Social Work shows willingness to reach an agreement and withdraws its opposition to my request, I will direct my legal focus towards establishing paternity before the competent court in Kragujevac. The dispute would thereby be resolved without:

- Prolonging the court proceedings;
- Additional costs for the Centre;
- Additional consequences for the Centre’s employees.
- **“If the Centre accepts this proposal, I would no longer have any legal or other contact with the Centre, nor would it have any obligations towards me.”**

However, if the Centre continues to dispute the merits of my request, the situation goes beyond an ordinary legal dispute and becomes the continuous commission of **violent assimilation**, which the current management and employees also face.

### 4. Consequences of a possible refusal to settle

If agreement is refused, the Centre and its individual employees may face the following consequences:

1. **Violation of domestic and international legal norms**
   By continuing to contest the nullity of my adoption, the Centre would actively participate in prolonging **violent assimilation**, thereby extending legal responsibility to the current management and employees.
2. **International legal dimension**
   If no agreement is reached, I will be compelled to initiate international legal proceedings before:
   - The European Court of Human Rights;
   - The UN Human Rights Committee;
   - Organizations protecting national minorities in the EU;
   - Institutions of the Republic of Croatia and Hungary.
3. **Media attention**
   If the situation escalates, this case may become internationally exposed, with direct consequences for the reputation of the institution and the individuals working there.
4. **Individual responsibility of the Centre’s employees**
   Any employee actively participating in contesting my request may face individual legal consequences, including:
   - Criminal and civil actions before domestic and international courts;
   - Professional responsibility before the competent authorities;
   - International consequences, because I will internationalize this case.

### 5. Period for a response and next steps

**I expect your written response by email within seven days, so that I have enough time to consider it and prepare for the next hearing, where I will inform the court of your position.**

If I do not receive a reply within that period, or if the Centre refuses the settlement, I will be compelled to **supplement my claim** and expand the matter into a **broader legal and international framework**.

I note that this case can be resolved peacefully, **without unnecessary harm** to the employees and institution, but only if there is willingness to reach a fair solution.

### Conclusion

I offer you the opportunity to emerge from this situation **honorably and professionally**, resolving the matter in accordance with law and justice.

If my settlement proposal is not accepted, I will proceed with the following legal steps, including:

- International legal bodies;
- A broad public campaign;
- Insistence on the responsibility not only of the institution but also of individual employees whose actions actively violate my rights.

I expect your reply **before the next hearing (seven days from receipt of this email)**, so that we can avoid unnecessary escalation and resolve this case in a manner consistent with justice and the law.

I also attach another document, **“Genetsko i Istorijsko Poreklo Milivoja Miletića.pdf”** [“Genetic and Historical Origin of Milivoj Miletić”], which further explains and proves my biological identity, relevant to this case.

Please confirm receipt of this email and the attached documents within **24 hours**.

*I emphasize that the international dimension of this case is not tied exclusively to the court proceedings in Serbia. Regardless of their outcome, certain institutions and organizations have already been informed of this matter, and further steps will depend on the Centre’s response. Nor have I been idle — the complete documentation, including…*

*…the contents of this letter, has already been translated into several languages (English, Croatian, Hungarian, German, French and Dutch), so that, if necessary, it may be distributed to the relevant international institutions and media.*

*I expect your written reaction, because otherwise the international dimension of this case becomes inevitable, irrespective of the court decision in these proceedings.*

Respectfully,

**Milivoj Miletić, Lakatos through my father**
(officially and illegally Milan Petrović)

## Later author’s clarification — sending the proposal in good faith

The author states that he acted in good faith, offered a peaceful resolution and undertook that, if the Centre accepted the proposal, he would have no further legal or other contact with it and it would have no obligations towards him. He wanted to devote himself to establishing paternity and returning to his original Croatian and Hungarian roots. He considers that the institutions abused his father’s death and views their continuing conduct as forced Serbianization. These are his present conclusions and later explanation, separate from the email and its recorded receipt.
