Higher Public Prosecutor's Office in Novi Sad – Special Department for Combating Corruption 2023-11-20
On 15 November 2023 at 10:45 (GMT+1), the author wrote to the anti-corruption department of the Higher Public Prosecutor’s Office in Novi Sad. He described two illegal adoptions, his father’s acknowledgment before a court, removal from the inheritance proceedings, changes of identity, violence and withheld records. He requested information and material concerning a possible investigation of the Social Welfare Centre. At 10:47 he supplied the original Croatian text to correct the machine translation in his first message. The letter dated 20 November 2023, signed by public prosecutor Gordana Rainović, states that criminal prosecution will not be undertaken. Its explanation invokes the inability to establish an offence within that office’s subject-matter and territorial jurisdiction for which prosecution was not time-barred. It does not identify the offences examined, calculate a limitation period, identify documents obtained or checked, or expressly answer whether the reported investigation of the Centre existed. It also states that the office does not collect evidence for parties’ civil litigation. The official covering email is dated 21 November 2023 at 14:35 (GMT+1). This correspondence records the allegations brought to the prosecutor and the response received. The letter contains no finding that the adoptions were lawful and no examination of their nullity. The author’s 2023 statements remain identifiable as his statements. Later clarification by the author: the lawyer from Kragujevac had brought a claim against his sisters concerning inheritance; the author withdrew that claim and ended the lawyer’s engagement because he rejected that approach. His email’s historical description of proceedings to establish paternity is preserved. That withdrawn case is not presented here as the later court proceedings.
