Report of the Social Worker — On the suitability of Vasić Gospava and Milorad for the adoption of a child

The married couple VASIĆ GOSPAVA and MILORAD live in Budisava, Petefi Šandora Street No. 52.

VASIĆ GOSPAVA, born on 21 August 1932 in Donji Klakar near Doboj. Gospava's mother, Tomić Petra, a housewife by occupation, died in 1955. Her father, Tomić Jova, a farmer by occupation, was killed in 1942 in the camp at Jasenovac. Gospava grew up in a family with her mother and two sisters in Donji Klakar. Her sister Darinka, a housewife, married, mother of 4 children, lives in Novi Sad, and her sister Draginja, married, housewife, mother of 4 children, lives with her family in Istanbul.

Gospava completed primary school. She came to Novi Sad in 1946. She entered into her first marriage in 1954 and divorced in 1957, since she could not have children. She entered into marriage with Vasić Milorad on 21 January 1962. She was not in regular employment, but worked occasionally as a laborer. According to the medical certificate, she is physically and mentally healthy and capable of the adoption of a child.

Gospava is a mature personality, steady and persistent, ready to sacrifice herself in order to achieve harmonious and bearable relations with her nearer and wider surroundings. She possesses positive attitudes toward marriage and family. She has a tendency to live in an organized manner and to put all things in their place. She has a need for work and order, which she will be able to transfer to the child.

VASIĆ MILORAD, born on 15 February 1941 in Osječani near Doboj. His mother Velka, a housewife by occupation, lives in Osječani. His father Vasić Nedeljko, a farmer by occupation, died in 1974. Milorad grew up in the family of his parents with four brothers and three sisters.

Report of the Social Worker — Continuation

One child lives with brother Marinko and his family in Futog. Brother Mirko, a farmer by occupation, married, has three children and lives with his family in Osječani. Brother Miro, a driver by occupation, married, has two children and lives with his family in Novi Sad. Brother Sreta, a policeman by occupation, married, has two children and lives in Mačvanski Prnjavor. Sister Mirjana, a housewife, married, has two children and lives with her family in Stejanovci. Sister Mileva, a housewife, has two children and likewise lives with her family in Stejanovci, and sister Milena, a worker by occupation, married, has two children and lives with her family in Zenica.

Milorad completed primary school and the painter's trade. He came to Novi Sad in 1958. He is employed at “Novograp” construction enterprise in Novi Sad. Milorad is an open and very cordial man. He is sincere and honest. At his place of work he enjoys the reputation of a good worker, a good man, and a good companion. He is very diligent and responsible toward his obligations. According to the medical certificate, Milorad is physically and mentally healthy and capable of the adoption of a child.

Gospava and Milorad live in their own house, which consists of two rooms and auxiliary rooms (kitchen, pantry, and bathroom), with a large garden around the house planted with vegetables and fruit. The apartment is equipped with modern furniture and household items. Hygiene is maintained regularly in the apartment, and the family leads an orderly and organized life.

Between the spouses there is understanding; they are sincere toward one another, they have no secrets, and they jointly make decisions in all more important matters and actions. They jointly made the decision to adopt one male child as well, which came about spontaneously and mutually, since in both of them there exists a great desire to have a child, to care for it, and to raise it.

The fact that they have already lived in marriage for almost 18 years without children proves that this marriage is mature and stable. Gospava and Milorad are also materially provided for, because Milorad earns personal income in the amount of...

...and, by cultivating it themselves, they obtain all provisions — fruit and vegetables.

On the basis of an inspection of the available documentation, the collected data on their social-moral status, as well as their material and housing conditions, I am of the opinion that VASIĆ GOSPAVA and MILORAD should be approved to adopt the minor MILETIĆ MILIVOJ.

Report of the Education Specialist — On the suitability of Vasić Milorad and Gospava for the adoption of a child

The role of the education specialist in the case of Vasić Milorad and Gospava is to examine and consider the educational-upbringing conditions for the development of the child in the family of the candidate adopters. For the purpose of as complete an insight as possible into the needs of the child, a conversation was conducted with both spouses and a visit was made to the family.

The basic motive for adoption is the satisfaction of parental instinct, because spouses Vasić Milorad and Gospava, for health reasons, do not have children of their own. In addition, there is also the desire to provide a child without parental care with appropriate help and protection.

Vasić Milorad was born in 1941 in Osječani (Doboj), where he completed 4 grades of primary school. Later he moved to Novi Sad, where he entered into employment in the city greenery service as an unskilled worker. During his work he continued his education, acquired the qualification of a highly qualified worker, and today is employed at “Novograp” in the position of brigade leader.

Vasić Milorad is a diligent and conscientious worker. He relates responsibly toward his work obligations, and in the work collective he enjoys the reputation of a good companion and a diligent worker. In addition to obligations at the workplace, he devotes enough time to the family, participates in the organization of family life, and by his work at home contributes to the improvement of the material and other conditions of the family.

Milorad is open, communicative, and direct in contacts. He grew up and developed in a large family, which, among other things, contributed to a proper and selfless attitude toward others and a humane relation toward people in general. He is attached to his relatives and close friends; he can and knows how to love, to understand the problems of others, and to place himself properly toward them. He possesses an appropriate pedagogical culture for performing the function of adopter.

Vasić Gospava was born in 1932 in Gorenji Kalakar (Bos. Brod). She completed two grades of primary school.

Page 16

Report of the Education Specialist — Continuation and conclusion

Her schooling was interrupted because of the war, since the whole family was taken to a camp. Gospava had a difficult childhood; she lost both parents at an early age (killed in the camp), so that from the earliest days she acquired independence and worked in order to secure for herself means of living. By marrying Milorad, she terminated her employment, but by her work in the house, which she still does today, she contributed to the material status of the family.

Vasić Gospava is quiet, well-intentioned, and sincere. In her actions she is measured, spontaneous, tolerant, and very devoted to the family, with a strongly expressed desire to have a child, to care for it, and to give it love and attention. Gospava is very diligent, conscientious, and orderly.

The spouses Vasić have been living in marriage for about 18 years. The Vasić family leads an organized family life; harmony prevails in the family, and relations are harmonious. In the organization of family life there are harmonized attitudes, which will have a reflection on the positive upbringing of the child and the proper formation of his personality.

The minor Miletić Milivoje, the child whom the spouses Vasić wish to adopt, is placed with a foster family in Irig. Milivoj is a child without parental care; his father is unknown, and his mother is at an unknown place of residence. Milivoj was born on 28 June 1974 in Novi Sad. For his age the child is physically normally developed, healthy, and of adjusted behavior. Spouses Vasić Milorad and Gospava have established contact with the child; a certain emotional bond has been created, which becomes greater each day.

Taking into consideration all circumstances in a complex manner, with special reference to the educational-upbringing conditions for the development of the child in the family of the adopters, the education specialist is of the opinion that the adoption of the minor Miletić Milivoje by spouses Vasić Gospava and Milorad is justified and purposeful, that is, that there exist personal and social interests for the adoption to be concluded.

Psychologist's Opinion — Examinees, methods, and findings

PSYCHOLOGIST'S OPINION

Examinees:

VASIĆ GOSPAVA, born on 21 August 1932 in Gornji Klakar, near Bosanski Brod. She has two grades of primary school. She worked for nine years as an unskilled worker in “Novkabel” in Novi Sad. She terminated her employment by agreement with her husband in order to devote herself to work in the house.

VASIĆ MILORAD, born on 15 February 1941 in Osječani. He has secondary vocational education. He works in the jobs of painter and decorator.

Vasić Gospava and Milorad have been in marriage for 18 years. They have no children. They expressed the wish to fully adopt a child.

Methods applied:

  • interview
  • observation
  • TNR
  • RPM
  • Cornell index

Behavior during the examination

The examinees have insight into the purpose of the examination. From the very beginning, good contact was established and easily maintained. Preservation of the senses and motor skills is average. They accept all test situations, but in the case of Vasić Gospava it was not possible to apply verbal tests because the examinee does not know how to read. They are motivated for work and persistent. They maintain attention well. They assess their work realistically. The obtained data may be accepted as a reliable sample of the potentials of the examinees.

Intelligence and personality

Both examinees are of normal intellectual abilities and at the level designated as average intelligence.

In the case of Gospava, projective techniques were not applied for the stated reasons, and when it comes to Milorad no data were obtained to which some greater psychodiagnostic significance should be given. That is, Milorad has properly formed attitudes toward the family as a whole, toward superiors and subordinates, toward colleagues and friends. He has no pronounced neurotic tendencies.

Page 18

Psychologist's Opinion — Final conclusion

Gospava and Milorad have a need for a child, which they expressed several times in various situations before the decision on adoption. In marriage they have common goals, interests, and numerous activities. They are sincere and trusting toward one another.

It is our opinion that they will properly raise the adopted child and that the child will be in an environment favorable for the proper psychophysical development of the child.

Gospava’s no-pending-case certificate

This certificate concerns pending criminal proceedings against Gospava. Its scope is the stated investigation/indictment check. It does not examine Cvita’s rights, Pál’s paternal record or the requirements of full adoption.

Broader comment

The Vasić suitability package profiles the adopters while the child identity/paternal-line problem remains unresolved.

Milorad’s no-pending-case certificate

This certificate says no investigation or indictment for the described imprisonable offense is pending against Milorad. It is a narrow pending-proceeding check, not a full assessment of the child’s placement or proof of biological paternity.

Milorad’s income before adoption

The employer confirms average personal income of 6,500 dinars for the preceding year. This supplies a material-condition item in the adopter assessment. The later divorce file’s higher income figures belong to a different period and purpose.

Milorad identified for the medical examination

The medical certificate identifies prospective adopter Milorad, born 15 February 1941, and his Budisava address. The certificate is dated 12 June 1979. These are the examinee’s identifiers, not the original child’s father data.

Milorad approved from the health standpoint

Gospava’s medical identity conflicts with the social biography

The medical certificate dated 4 June 1979 records Gospava’s birth as 15 December 1933 in Gornji Klokar. The social-work biography in this same packet gives 21 August 1932 in Donji Klakar. These are different birth dates and place forms for the same examinee, not a change of role.

Gospava’s reported history and initial findings

This medical section records Gospava denying serious illness and gives initial objective findings, including good sight. It concerns the adult candidate. The later psychological report’s inability to administer verbal tests is a separate finding in a different examination.

Gospava approved from the health standpoint

Couple’s address in the 1979 assessment

The social report locates the couple at Petefi Šandora 52 in Budisava. This is the household assessed in 1979. Later divorce papers also use number 172 in several captions, so the source-specific address should remain attached to its act.

Gospava’s social biography contains a different birth record

The social biography gives 21 August 1932 and separates the parents’ deaths: mother Petra died in 1955; father Jova was killed in Jasenovac in 1942. The medical form gives 15 December 1933, and the pedagogue later says both parents were killed in a camp. The packet leaves these accounts unreconciled.

Biography contradiction in suitability profile

The social-worker report states that Gospava's mother Petra died in 1955, while her father Jova was killed in Jasenovac in 1942. This later collides with the pedagogical report, which writes as if both parents were killed in the camp. The war-camp biography is used to build moral suitability, while the contradiction is not resolved and the child's identity risk remains displaced.

Milorad’s own family biography

The report records Milorad’s birth in 1941, mother Velka and father Nedeljko, who died in 1974. These are the prospective adopter’s parents, not Milivoj’s biological grandparents. The shared year 1974 does not make this the child’s original family line.

Moral-political suitability formula

The formula “good worker, good man, good companion” is not a neutral parenting metric. It is social-moral suitability language. In this assessment package, that profile helps validate the adults while the child's identity, parental line, Gospava's illiteracy and the compressed path to complete adoption are not treated as central risks.

Social worker recommends this child’s adoption

The social worker recommends that Gospava and Milorad be approved to adopt the named Miletić Milivoj. This is the concrete recommendation point, before the 21 June act. The report records two grades of schooling for Gospava. The continuation attributes the interruption to war and says both parents were killed in a camp, unlike the social report’s separate 1942/1955 deaths. The later psychological examination records inability to read and omission of verbal tests.

Pedagogical report amplifies the camp narrative

The pedagogical report writes that Gospava lost both parents early and places them in the camp-killing narrative. That conflicts with the social-worker report in the same assessment package, where the mother is recorded as having died in 1955 and only the father as killed in Jasenovac in 1942. The contradiction strengthens the adult suitability narrative while the child's identity, origin and legal risk are pushed aside.

Pedagogue’s favorable portrait of Gospava

The pedagogue describes Gospava as tolerant, devoted and strongly wanting a child. This is the candidate’s idealized family profile in the June 1979 recommendation. The packet’s later testing limitations and the subsequent divorce record are separate source layers.

Receiving couple connected with Milivoj under the parentless formula

The pedagogue names Milivoj in foster care, labels his father unknown and his mother’s residence unknown, then describes the Vasić couple’s growing emotional bond with him. This passage uses the parental-vacuum premise to support transfer, while Vera’s operative dossier had already recorded Pál’s care and his sister’s placement role.

Validation on a false parental void

The pedagogue evaluates Milivoj as a child without parental care, with an unknown father and a mother at an unknown place of residence. This is an assessment on a polluted input. The same institutional apparatus, CSR/SIZ Novi Sad, already knew from dossier 3871/79 about mother Cvita, the child’s health insurance through her, father Pal Lakatoš, Vizmeg Julka as the sister of father Pal, and the child’s reaction to the name Pal. The expert apparatus validates the adoption not over the child’s true state, but over a legally manufactured parental void.

Page 16

False parental void inserted into expert validation

This sentence is the operative parental void. It collides with file 3871/79, where CSR/SIZ already records the mother, Pal Lakatoš, paternal kin and the child’s link to that paternal line.

Pedagogue approves the named child’s adoption

The pedagogue’s final paragraph calls adoption of the named Milivoj by the Vasić couple justified and purposeful, invoking personal and social interests. This is the 18 June professional approval point, based on the receiving-family assessment and the preceding parentless-child formula.

Psychologist records Gospava’s birth and education

The psychologist uses 21 August 1932 for Gospava, records two grades of schooling and her previous Novkabel work. This follows the social biography’s year rather than the medical certificate’s 1933 date. The later test behavior shows the practical limit behind the schooling entry.

Psychologist identifies Milorad’s training and occupation

The psychologist records Milorad’s birth on 15 February 1941, secondary vocational education and painter/decorator work. This is the adult examinee’s identity and occupational profile, distinct from the child’s own records and from a biological-father entry.

Childless couple wishes full adoption

The psychologist records 18 years of marriage, no children and the couple’s wish for full adoption. The duration of the marriage is a biographical fact; by itself it does not demonstrate stability or suitability to protect this child. This passage records the couple’s wish, not an operative adoption decision or a resolution of the child’s existing parental and identity ties.

Verbal tests could not be applied to Gospava

The examination records that verbal tests could not be applied because Gospava could not read. The report nonetheless treats the obtained data as reliable and later gives a favorable parenting conclusion. This is the concrete testing limit inside the approval chain.

Illiteracy ignored in assessment

This passage belongs to the expert validation phase of the first full adoption. The same assessment package records that Gospava Vasić has only two grades of primary school and that verbal tests could not be applied because she does not know how to read. Despite this, the expert apparatus concludes she will properly raise the child and that adoption is justified. This is an internal fracture: a candidate for full adoption—an act erasing the child’s existing identity—passes as suitable without serious processing of her recorded limitation.

Page 17

Positive conclusion after unperformed verbal testing

The positive conclusion follows despite the recorded inability to apply verbal tests to Gospava. In a complete-adoption pipeline, that is not a minor note; it is a bypassed risk.
